I believe the reasoning from a dev’s post was so that players who aren’t strong enough to do extreme missions won’t feel left out that they can’t earn points from that part of the campaign. It is the hardest part of the game after all, and it doesn’t scale with strength like PvP or gauntlet so is inaccessible for a lot of players. Hard mode is a lot more accessible because of the lower barrier so it remains a suitable option for those who want to use their stamina for victory points
