It could be that you use an uncommon brand so the game doesn’t recognize it’s hardware, so it lowers your graphics cause it thinks you use a low end phone.

You have a old phone with old hardware so you can’t play at ultra, this is because to reduce lag
You probably have one of those low end phones or iPad or whatever. I had a tablet that can barely get frames in this game even on its one graphics setting. The graphics option didn’t exist on that tablet; I’m glad we traded that thing in - it was lag-filled on any app I used on it.
