The custom crate is not a Halloween skin crate, it’s basically a crate where you decide the contents and can unlock it weekly for 20 monthly bucks. All terms for this is in the game
The Halloween skins are to be sold in the Halloween store which opens in 12 days or so, you can spend your pumpkin points in that store but you can not start collecting pumpkins yet.
