Any hero similar to Baron that has good BASIC/non-skill damage against covers?
Questions like this can be answered just by taking a look in the game. Click on a hero, then info, and check out here weapon. You can find all the different damage stats you could need, including cover damage.

Though, to answer your question. Phalanx destroys cover quickly with her silver. Plus she is a tank. So like any other tank she oneshots cover at ruby. So basically any ruby tank.
Some heroes have cover break skills. Like Obrez. Cinder. Phalanx. And so on.
These would be good picks. Though it’s up to you to decide your team.
